Again a small patch: (prob last for this year)
Added: Mutated players cannot drop or pickup weapons. (Doesn't affect ammo).
Some code changes regarding to when a round ends. This also fixes the issue we had on zpa that the round ended (in the script) but it actually was just a side objective being completed.
Removed some SDK Calls as they have been replaced with natives coming from the extension we use.
Jouxbox should now also play more songs rather than fail. Songs that fail will also refund the token used.
Small patch:
Removed command hooks for joining the teams. (Used for latejoiners see below for more).
Fixed: Stuff getting calculated when the round is not active.
Added a better join team hook for late joiners. Now you cannot abuse the normal triggers ( that thing which places you on either human or zombie team) to avoid the late join "punishment".
Changed: Players who did not accept the server rules cannot join the round or use the triggers either.

This pretty much counters itself. One thing you have to keep in mind zombies are supposed to be stronger over survivors even the base game does this. ZPS Update wont happen so fast. There some upgrades for humans coming for 2016. Health regen for survivors kind of exists already (medic). Dodge can be taken into consideration but needs be tought through as it can get quite op.
About the OP stuff we are always open for suggestions (looking at the bugtracker noone has addressed this). No.2 ofcourse its harder for a lower level to achieve stuff when there are high levels around this has always been kind of a problem in the end its an upgrade system. No.3 is a problem we tried to reducing limiting the 10+ achievements when there are not enough people on the server which is hard to limit even further. ZPS changed so has the gameplay some years ago you actually needed to barricade in but the barricades got useless since they take prop damage which almost instantly breaks then. Not reporting members / admins breaking the server rules is as guilty as breaking them yourself.
Another problem with the repeating maps is the player base is really low (ZPS in general) and alot ppl enjoy the farming maps like lake church redqueen etc. So if you want players on the server you have to keep them in the rotation and playable. (Tbh i dont like them either. No problem in playing from time to time but it gets repetitive).

ye still its only 50 mana which is like 1 spell and the grow stat is reduced so you still end up with around the same mana pool.
they didnt give extra mana they increased a bit the base regen which still doesnt help much. I'd rather have a mana pot than wasting a flask charge
on na boards someone posted that even meddler said that graves is broken atm. (will link it if i can find it again)
but the missing green wards and mana pots is just dumb.
- Added a new Zombie upgrade Mutation (JX MOD DOCUMENTATION click here for a short description on the upgrade)
- Finally fixed the ammo regen speed issue. Each time you regen ammo you now receive appropriately weight and will slow down. So no more running with 30 Shotgun bullets at full speed
- Fixed minor things.
- Added a message to all players when someone gets mutated
- Removed the attempt to balance speed due to ammo regen issues see above. ( this also means unlimited ammo regen again! )
- Updated Sourcemod to 1.7.3 (this time it works )
- Updated Metamod to 1.10.6

Doesn't make a difference if he is just gonna create that account. It's like you create the account of some company and tell them you share them the pw or something. It doesn't work like that.
did you ask any of the head admins community managers or server managers about this ? Actually one (or more) of those should control the "official" youtube account if there is going to be one.
