Implemented a proper way to block ammo and gun dropping.

Ammo regen no longer adds weight gradually making you slow over time
You can no longer drop starting weapons to cheat the starting weapon system
Spawn Protection is now round based, a percentage of total damage dealt when spawn attacking/killing will be given back each hit.
Faster Passive reverted to 1% per level ( Other speed issues have been resolved making 2% per level far too strong. )
